The bus system is excellent as it covers most of the city. It is also the most practical and economical way to get around although it would be a bit slow so, consider other choices if you are on tight schedule. The streetcar, which also serves as an attraction in itself, is probably the oldest means of transportation in the country.
The metered taxis are the best means to go from place to place fast. They are inexpensive and plenty roam the city too, so it is easy to hail one even in the busier areas.
Driving around the city is not much of a problem but the parking is. If renting a car, the driver must be 21 years of age and must hold a valid driver’s license or International Driving Permit.
